Annual Notice Regarding the Parents’ Bill of Rights
THREE RIVERS LOCAL SCHOOL DISTRICT
The Ohio legislature has enacted the Parents’ Bill of Rights that affirms your fundamental right as a parent or guardian to make decisions concerning the upbringing, education, and care of your child. Three Rivers Local Schools has adopted Board Policy (IGBLA), which describes the specific rights you have as a parent or guardian and requires Three Rivers Local School District to notify you regarding these rights and to ask for you to choose whether the District can provide certain health care services to your child.
Three Rivers offers the following physical, mental, and behavioral health care services to your child.
Mental Health & Behavioral Health Services
1. Comprehensive School Counseling

Three Rivers operates a K–12 comprehensive school counseling program aligned with Ohio's Social Emotional Learning Standards.
2. School-Based Behavioral Health via Best Point

Three Rivers partners with Best Point Education & Behavioral Health and MindPeace to offer school-based mental health services.
Physical Health Services
1. School Nurses & Health Clinics

Three Rivers Education Campus employs school nurse Devin Wilkening, who handles student health needs.
Medication protocols are in place:

A physician’s authorization and parental permission are required to administer any medication (prescription or OTC).

Medications must be in properly labeled containers and brought in by an adult.

Controlled policies restrict students from carrying medicine themselves, except prescribed asthma inhalers, following strict guidelines.

Additional health support staff include nursing clinic assistants like Jenny Fox and Christy Mathis.
***Three Rivers is authorized by law to employ health care service professionals and to provide certain services – among them, diabetes care, conducting hearing and vision tests, screening for newly enrolling kindergarten or first grade students, medication administration, concussion assessments, seizure action planning, counseling to any victim of sexual harassment or sexually related conduct, counseling for habitually absent students, and any other services required by a student’s Individualized Education Plan or 504 Plan.***
For needs beyond in-school services, the district provides a range of referral resources, including:

Mental Health Access Point (MHAP), Suicide Prevention Lifeline, Mobile Crisis Team (UC Medical Center), Pediatric Intake Response Center at Cincinnati Children’s Hospital, Psychiatric Emergency Service (after-hours)
Substance abuse support includes referrals to:

Alcoholism Council of the Cincinnati Area, Talbert House (Adolescent Services), Gateways (Adolescent Intensive Outpatient Program), AA & NA, Talbert House Teens “Text 4 Hope” (24/7 text support), Other supportive organizations like Grief Counseling, NAMI programs, etc
To facilitate parental involvement and decision-making, you have the option to withhold consent or decline any service offered by the District. If you consent, it does not waive your right to access your child’s educational or health records or to be notified about a change in your child’s services or monitoring as required by law.
Note: This notice and consent does not apply to emergency situations, first aid, other unanticipated minor health care services, or health care services provided pursuant to a student’s IEP or 504 Plan.
